Earned Income Tax and Local Services Tax

Employees are required to complete a Residency Certification Form upon being hired (and with any subsequent change in address; check with your Human Resources Department).  The Borough of Green Tree PSD code (political subdivision code) is 730903. When you move into our Borough, please be sure to change your PSD code with your employer.  PSD Codes are six-digit numbers that uniquely identify each municipality in Pennsylvania.  PSD Codes play an integral role in assisting tax collectors to remit and distribute the correct amount of local Earned Income Tax to the correct taxing jurisdiction.

Jordan Tax Service Inc. collects Earned Income Tax (EIT), as well as the $52 Local Services Tax (LST); ($47 for  Borough of Green Tree and $5 for Keystone Oaks School District).

Real Estate taxes are due and payable as prescribed by law, whether or not a Tax Bill has been received by the taxpayer. The Tax Collector will not be held responsible if a bill is not received.

IF A BANK OR MORTGAGE COMPANY ESCROWS YOUR TAX MONEY, PLEASE FORWARD A COPY OF YOUR TAX BILL TO THEM IMMEDIATELY.

To earn discounts or avoid penalty, payments must be postmarked by the U.S. Postal Service on or before the payment due dates as shown on the bill.

If a receipt is desired, you must return both copies of the tax bill with a self-addressed stamped envelope.

Real Estate Taxes, referred to as property taxes, are levied on all residential, commercial, industrial, and other non-exempt real estate by three separate governmental entities:

  • Allegheny County
  • Borough of Green Tree
  • Keystone Oaks School District

The taxes are calculated as the product of two factors; the assessed value of the property (assessed value is set by Allegheny County), and the millage rate.  The assessed value is 100% of the market value of the property.  The millage rates are set yearly by each of the three taxing jurisdictions and can be found on Allegheny County’s website.  A mill is 1/1000 of a dollar of total assessed property value in the Borough.

Senior Citizen Real Estate Tax Relief Program - Act 77
Green Tree Borough offers a Senior Citizen Tax Relief Program that provides a 30% discount on Green Tree Borough property taxes (this does not apply to Keystone Oaks School District taxes).  To be eligible and apply for the program:

  • Applicant must be 60 years of age or older during the current tax year. If married, only one spouse must be 60 or older.
  • Applicant must have owned and occupied a primary residence in Allegheny County for the last 10 years.
  • Total household income must be $30,000 or less for the previous year. When calculating income, use only 50% of Social Security, SSI payments, and railroad retirement (except Medicare benefits)

NOTE:  You must apply every year.

Business Privilege Tax
The Borough of Green Tree imposed a tax for general revenue purposes on the privilege of doing business in the Borough.  The rate of such tax is 1-1/2 mills on each dollar (i.e., $1.50 per $1,000) of the whole or gross volume of business, except that the rate of tax on business transacted by wholesale dealers or wholesale vendors in the Borough shall be one mill on each dollar (i.e., $1 per $1,000) of the whole or gross volume of business.  any non-wholesale business of such a wholesale dealer or wholesale vendor shall be taxed at the general rate of -1/2 mills per dollar.  

Please complete the Business Privilege Tax - Employer Registration Form to register your business with the Borough of Green Tree.  

Please complete the Annual Business Privilege Tax Return 20XX and Questionnaire if your business has commenced at least one full calendar year prior to any tax year, on or before May 15th of such tax year, file with the Borough, together with the payment of the tax due to the Borough of Green Tree, 10 W. Manilla Avenue, Pittsburgh, Pennsylvania 15220.  If your business commenced less than one full calendar year prior to the beginning of any tax year shall, on or before May 15 of such tax year, file with the Borough, together with payment of the tax due, a return setting forth the estimated whole or gross volume of business for the tax year calculated in accordance with § 310-29B.

Every person subject to the tax imposed by this article who has commenced business subsequent to the beginning of any tax year shall, on or before January 31 of the year immediately following the tax year, file a return, together with payment of the tax due, with the Borough, such return containing the actual whole or gross amount of business transacted by him or her calculated under § 310-29C.
 
Every person subject to the payment of the tax imposed by this article who engages in a business which is temporary, seasonal or itinerant shall, on or before January 31 of the year immediately following the tax year, file a return, together with payment of the tax due, with the Borough, such return containing the actual whole or gross amount of business transacted by him or her as calculated under § 310-29D.
